Recycling Information
As of February 5, 2007, cardboard, paper, plastics, glass and tin (recyclable materials may be combined in the same container or bag.  We will continue to use the blue recycle bags at this time, although the City is investigating alternatives to make recycle collection more convenient for the residents and economical for the City.  All recyclables must be cleaned as before and each bag should not weigh more than 60 pounds.  Questions may be directed to the Monroe Street Department at 329-2490.
 
 
GARBAGE
Citizens of Monroe can take pride in the progressive recycling program that has been in place here for many years. In an attempt to cut down on landfill usage even further, the Board of Public Works began a program in April of 1995 whereby residents must pay for more than one bag of garbage per week per single-family residence. The garbage pickup fee that residents pay on their quarterly Water and Sewer bill has not changed, but now includes only one bag of garbage per week. If more than one bag of garbage is placed at the curb for pickup, the second and subsequent bags must have a "Garbage Bag Sticker" affixed to them. Garbage Bag Stickers are fluorescent orange stickers which can be purchased for $2 each at various locations throughout Monroe, including the City Hall Treasurer's Office, the Street Department, grocery stores, etc.

Residents who live in multi-family dwellings such as apartments should place their garbage at the curb in a separate location from their fellow residents. This makes it easier for maintenance workers to determine if a Garbage Bag Sticker is required.

To be assured of trash pickup, residents are being urged to place all garbage at the curb no later that 7 a.m. on the scheduled day of collection (but no earlier than 5 p.m. on the day prior to collection).

Garbage should still be kept separate from recyclables, yard waste, bulky waste and rubble.

You DO NOT need to buy special garbage bags. Garbage should still be placed at the curb in waterproof, disposable bags with a capacity of no more than 33 gallons, and weighing no more than 60 pounds.

DO NOT use blue bags for disposal of garbage. Blue bags can only be used for recyclables.

YARD WASTE
Yard waste, such as leaves, grass clippings, and garden plants is recyclable. It can be conveniently recycled right in your back yard by digging a shallow trench and burying it, or building a small enclosure and composting it.
 
The use of "mulching mowers" cuts down on the amount of yard waste by chopping grass and leaves up and returning it to the soil. Many models of chipper/shredder machines are now on the market to make composting of sticks and branches easier. Any yard waste that is placed at the curb for pickup must have a Yard Waste Sticker affixed to it. Yard Waste Stickers are fluorescent green stickers, which can be purchased for $2 each at various locations throughout Monroe, including City Hall, the Street Department, grocery stores, etc.
 
Yard waste that can be bagged, such as grass and leaves, should be in a clear, waterproof bag with a capacity of no more than 33 gallons, and weighing no more than 60 pounds. Sticks, branches, brush, stalks or other yard waste not easily bagged should be tied in bundles. The bundles should be no more than 4 feet long and weigh no more than 60 pounds. A Yard Waste Sticker must be on each bag or bundle of yard waste. Leaves raked into the gutter from October 15 to December 1 are exempt from these requirements.
 
Yard waste should be kept separate from garbage and other recyclable materials.
 
DO NOT use blue bags for yard waste.
 
Leaves can still be raked into the gutter from October 15 to December 1 for pickup and composting at no cost to residents. LEAVES SHOULD NOT BE RAKED INTO THE GUTTER ANY OTHER TIME OF THE YEAR.

BULKY WASTE & RUBBLE
"Bulky Waste" is the term used to designate any solid waste, which due to its composition, weight, or bulk, cannot be effectively collected and transported. This includes furniture, appliances, furnaces, toilets, carpeting, swing sets, etc. These items can be picked up at any time of the year by adhering to the following procedure.
 
1) You must file a form at City Hall or at the Street Department explaining what the item is and when it will be placed at the curb for collection.
2) You must purchase a "Bulky Waste Sticker" and affix it to the item for pickup. The cost of a Bulky Waste Sticker varies according to the item:
 
 
Refrigerators, freezers
Air conditioning units
Dehumidifiers
Washers, dryers, stoves, water heaters, boilers, furnaces, dishwashers
Tires
Household furniture and fixtures, including carpeting, toilets, sinks and microwaves
Swing sets, poles
Lumber, plasterboard

(In addition to the City's cubic yard fee, Green County Landfill charges a tipping fee of $30 per ton.)
 
"Rubble" means inorganic solid waste resulting from the construction, repair or demolition of buildings, etc. It should be disposed of by environmentally safe means, in accordance with the rules and regulations of the City and State of Wisconsin at the resident's expense. A demolition dump for construction materials is now available at Green County Landfill. For information on dumping at that site, please call 897-8605.
 
Bulky waste items will not be picked up at the curb without a Bulky Waste Sticker issued and paid for at City Hall or the Street Department.

Glass, Metal and Plastic
Glass – All bottles and jars made of clear, green, or amber glass.
 
Metals – All ferrous and non-ferrous metals, including copper, brass, iron, aluminum, magnesium, lead, zinc, or any combination of these. This includes soft-drink cans, tin cans, and aluminum foil.
 
Plastic – All rigid or semi-rigid plastic containers, including 2-3 liter soft-drink bottles, plastic milk jugs, plastic laundry and cleaning product containers, shampoo bottles, and StyrofoamTM. Anything with the recycling code numbers 1, 2, 3, 4, 5, 6, or 7.
 
Cardboard, Newsprint, Magazines and Office Paper
Cardboard - All corrugated cardboard and box board, including cereal and cracker boxes. Excluding cardboard with plastic or wax coatings.
 
Newsprint – All daily or weekly publications.
 
Magazines – All glossy publications, including catalogs and advertising circulars. Also telephone directories and paperback books. NO hardcover books.
 
Office Paper – All white or colored paper, including bond, copy paper, ruled or non-ruled note paper, and computer paper.
 
Other Recyclables to be placed next to a Recycle Bag:
Motor Oil – should be in an unbreakable, leak proof container with a capacity no greater than five gallons.
 
Batteries – including all automotive-type batteries (be careful not to get acid on clothes or skin.)
 
All recyclable materials should be placed in a light blue, plastic, disposable bag with a maximum capacity of 33 gallons. These bags are sold at local grocery, discount and hardware stores.
 
Plastics that are now recyclable are stamped with the recycle logo and numbers 1, 2, 3, 4, 5, 6, or 7.
 
Polystyrene packing materials (plastic peanuts) are recyclable, but must be double bagged separately to prevent spillage.
 
Plastic items not accepted for recycling include electrical appliances, toys, telephones, and computers.
 
There will be no added charge for pickup of non-contaminated recyclable materials, no matter the quantity.
 
All glass, plastic and metals should be prepared for recycling by rinsing. Plastic and glass bottles should have the caps and rings removed. Label removal from plastic and glass is preferred, but not required.
 
Window glass, mirrors, light bulbs, dishes, and eyeglasses are still excluded from the glass category. Eyeglasses can be deposited in the Lions Club collection boxes at locations in Monroe, including the Monroe Library.
 
Fluorescent bulbs are recyclable, but must be taken to City Hall and a $1.25 fee (per bulb) must be paid.
 
Cardboard containers should be flattened, with liners removed (such as waxed paper in cereal boxes). Cardboard should be bundled and tied securely, with bundles not to exceed 2'x2'.
 
 

Save all your bottles, cans and plastic containers until the end of the day. Wash them out in your dishwater after you've finished the day's dishes. This way you won't waste water rinsing everything out individually.
 
Be aware when you're shopping of what products have recyclable packaging. Don't buy products that have excess packaging.
 
Buy the large economy or refill size jugs of laundry detergent, etc., rather than several small bottles.  Use the concentrated formula products so a smaller bottle lasts longer.
 
 
HAZMAT INFORMATION
Due to the tremendous liability connected with the handling and transporting of hazardous materials, the City of Monroe will not accept or collect any items considered to be hazardous during the Spring Cleanup Days or during other regular refuse collection.
 
If a resident of the City of Monroe possesses any type of Hazmat they are advised to seal the material in a plastic leak proof container, label the container, and store it in a high safe place away from the reach of children until a clean sweep day is held in the future.
 
Some examples of these products are the following:
Oven cleaner, paint, paint thinner, weed killer, drain cleaner, swimming pool chlorine, antifreeze, charcoal lighter fluid, and cleaning solvents of all kinds.
 
Paint can also be disposed of during regular garbage pick-up as long as the paint has been mixed with cat litter or oil dry and allowed to dry. The dried paint may be disposed of within the regular bag of garbage.
