1. What do I do if I didn't receive a Park and Recreation Program Brochure in the mail?

Please call the Park and Recreation Department at 329-2460 or stop down to receive a copy.
Other copies are available at the Library, Banks and the Chamber of Commerce.

2. What number do I call for cancellations?

Please call (608) 329-2466 for all cancellations. After 4:30 pm, programs will be canceled by the instructor or umpire.

3. Can I get a refund once I have signed up for a class or program?

You can get a refund up until the class begins. Once the class begins, no refunds will be given. Please call (608) 329-2460 to cancel and receive a refund.

4. Do I have to be a resident of Monroe to register for a class?

No, we accept all residents and non-residents, but there is a non-resident fee if you live outside the Monroe School District.

5. Are programs cancelled in bad weather?

Please call the cancellation line at (608) 329-2466 to see if your program has been canceled. After 4:30 pm, programs will be canceled by the instructor or umpire.

6. When does the pool open?

The pool opens the first day after school gets out for the Monroe School District.

8. What time do restrooms open and close?

Restrooms open at 6:00 am and close at 10:00 pm in all parks.

9. How do I reserve a ball field?

Ball fields can be reserved by contacting the Recreation Supervisor at (608) 329-2466.

10. How do I go about having a tree planted on the terrace?

The department offers spring and fall Terrace Tree Planting. Residents who would like a tree to be planted on their terrace should contact us at (608) 329-2460. Prices for trees vary.

Storm Water Utility

1. What is a Storm Water Utility?

A storm water utility is responsible for funding the operation, construction, and maintenance of the City's storm water infrastructure, and for storm water system planning. A storm water utility generates its revenue through user fees very much like a wastewater utility funds the City's sanitary sewer and wastewater treatment system. The fee is based on the amount of storm water a particular parcel passes to the storm water system. In general, the more runoff a parcel contributes, the greater the fee.

2. Why does the City need storm water management?

The Federal Clean Water Act and the State of WI Department of Natural Resources are requiring the City to make changes in the way it regulates and handles storm water. Failure to adequately manage the City's storm water system increases the risk of flooding, affects the operation of other utilities, most notably the sanitary sewer system, increases soil erosion, and threatens the quality of surface waters and the environment.

3. What is the fee based upon?

There is a strong correlation between the impervious ground cover (pavement, roofs, etc.) on a property and the amount of storm water runoff and pollution that property generates, therefore, impervious area is the "meter" used to measure storm water system "use" in a storm water utility. As more impervious cover is created there is proportionally less vegetation and less soil area for the absorption of of rainfall. The City has used detailed maps, aerial photos, and site plans to determine the amount of impervious cover that exists on each parcel and determine fees. Non-residential parcels are billed according to their measured impervious area. Residential parcels are billed according to the number of living units based on the average impervious area associated with a single living unit in the City of Monroe.

4. Isn't this just another tax?

No, the fee is similar to the routine water and sewer fees currently paid by all contributing customers. This fee, by incorporating tax-exempt properties, actually reduces the overall cost to taxpayers. The storm water fee is based on the percentage of impervious area on a parcel and applies to both taxable and non-taxable properties.

2. How do I dispose of a bulky item such as a mattress, couch, toilet, etc.?

You will need to go to either the Street Department at 1064 Fifth Avenue or the city treasurer’s office at City Hall and purchase a bulky waste sticker. The cost of the sticker depends on the item.

3. How do I dispose of a television or other electronic item?

You will need to take the item to the Street Department at 1064 Fifth Avenue and have it weighed. The cost to recycle e-waste items is $0.35 per pound.

4. What color bags do I use for garbage, recycling, and yard waste?

Garbage can be in any color bag except blue. Recycling should be in clear blue or transparent bags and yard waste should be in transparent bags.

5. How many bags of garbage can I set out on my garbage day?

You are allowed to set out 1 bag of garbage on your garbage day each day without a garbage sticker. If you have more than 1 bag of garbage, you will need to affix a $2.00 garbage sticker on each additional bag.

6. Where do I purchase garbage & yard waste stickers?

Garbage & Yard Waste stickers can be purchased at various merchants in Monroe including the following: Piggly Wiggly, Walmart, Lucky 7, Northsider, BOCO, Kwik Trip, Southern WI CO-OP, Stop-N-Go, City Hall at the Treasurer's office, and at the Street Dept.

1. What do I do when I have a sewer backup?

Call the Waste Water Treatment Plant first at (608) 329-2590. Citizens should always report backups to the Waste Water Treatment Plant before calling a plumber. This prevents unnecessary charges to the citizen by ensuring that a plumber is needed first.
