The City of Monroe is accepting sealed bids for flooring removal and replacement-City Hall building.

                                           ADVERTISEMENT TO BID

                         MUNICIPAL BUILDING – FLOOR REPLACEMENT
                                    CITY OF MONROE, WISCONSIN

The City of Monroe will accept sealed bids for flooring removal and replacement of the City Hall building until 11:00 a.m. Monday, November 6, 2017, at the office of the City Clerk, Monroe Westside Fire Station #1, 601 W 17th Street, Monroe, Wisconsin 53566-1850, at which time they will be publicly opened and read aloud.

Description of work: The work shall consist of the selective removal of the flooring on the first level and basement of the City Hall municipal building; along with installation of new vinyl flooring and carpet, and other associated work.   Complete specifications are contained in the bid documents.  

Base Bid: Provide lump sum value for the complete flooring removal and replacement and associated work as outlined in the bid documents. 

Contract Completion Time: 14 Calendar Days following initial mobilization

Prevailing Wage Rate:  Contractor will be required to pay employees and/or ensure subcontractors are paying their employees in accordance with the Davis-Bacon Act.  Further information is outlined in the bid documents.

Bidding Documents may be obtained from the City Clerk’s Office; Monroe Westside Fire Station #1, 601 W 17th Street, Monroe, Wisconsin.  The first copy of any such Bidding Documents are free of charge.  A $10 fee will be charged for any additional copies obtained.  Overnight mailing of Bidding Documents will not be provided.

Completed Bidders Proof of Responsibility forms must be submitted at least five (5) calendar days prior to bid opening.  Bidders Proof of Responsibility forms are required once per calendar year.  Bidders not submitting said forms at least five (5) days prior to Bid opening may be considered non-responsive and their bids may not be read.

Each bid shall be accompanied by a certified check, or bank draft, payable to the City of Monroe, or satisfactory bid bond, in the amount of 5% of the gross bid as a guarantee that if the bid is accepted as the successful bid, such successful bidder will execute and file the proper Contract and Performance Bond within the time limit specified by the City of Monroe.  NO CASH OR PERSONAL CHECKS WILL BE ACCEPTEDNOTE:  SUBMITTAL OF A PERFORMANCE BOND IS REQUIRED.  If the Successful Bidder fails to file an executed Contract and Performance Bond with the City, the Bid Bond will be executed and its face value will be forfeited to the City as liquidated damages.

Affirmative action: The City of Monroe hereby notifies all bidders that it will affirmatively assure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.

The City of Monroe reserves the right to reject any or all Bids, to waive any technicality, and to accept any Bid which it deems advantageous.  All Bids shall remain subject to acceptance for sixty days after the time set for opening of Bids.
